The Commission considered the formal BZA application- BZA Application No. 18898
Highlights:
  • Speck reported that the ANC, neighbors, and Ingleside had negotiated an agreement on proposed conditions.
  • Community comments were largely supportive, while recognizing construction impacts.
  • Carnegie indicated most concerns had been resolved but a few technical matters remained.
  • Residents near the temporary assisted-living house on 29th Street stated that their concerns had been resolved through:
    • a fixed end date for the temporary use; and
    • restoration of the house to single-family use.
  • Additional discussion covered:
    • construction traffic;
    • bus operations;
    • protection of the ravine;
    • project size;
    • tax status;
    • financial information; and
    • outpatient medical services.
Ingleside stated:
  • it is a 501(c)(3) nonprofit;
  • it is audited annually; and
  • its auditors had found no material findings.
The ANC then voted 7–0 to approve its resolution supporting Ingleside at Rock Creek BZA Application No. 18898, subject to negotiated conditions, and appointed Commissioner Randy Speck to represent the ANC before the BZA. 
 
November 24, 2014- (ANC Meeting)
The Commission devoted much of the meeting to the proposed expansion.
Notable items include:
  • Commissioner Randy Speck reported significant revisions negotiated with Ingleside:
    • elimination of the proposed Military Road delivery entrance at 30th Place;
    • retention of the existing delivery entrance;
    • reduction of two proposed buildings by one story each;
    • shortening the construction schedule to 30 months. 
The hearing included testimony from:
  • Ingleside management:
    • CEO Lynn O'Connor
    • Anne Schiff
    • architect Gary Steiner
    • zoning attorney Allison Prince
Other speakers included:
  • Ingleside residents (generally supporting expansion)
  • neighbors north, west, and south of the campus
  • residents near the 29th Street house proposed for temporary assisted-living use
  • Temple Sinai
  • Carnegie Institution
Issues raised included:
  • construction traffic
  • parking
  • vibration
  • environmental impacts
  • use of the 29th Street house
  • protection of scientific work at Carnegie
  • construction routing
  • project size
  • financial information
The ANC expressed hope that negotiated conditions could be reached before the December meeting rather than relying solely on the BZA. 
 
July 14, 2014
  • Commissioner Speck announced that the next Ingleside planning meeting would be held July 23. 
 
June 23, 2014 (ANC Meeting)
  • Commissioner Randy Speck summarized the June 19 meeting.
  • Key Points:
    • The traffic study was reviewed.
    • Ingleside had not yet identified an alternative delivery plan if the new entrance were denied.
    • Neighbors remained almost uniformly opposed to the proposed Military Road delivery entrance.
    • Another community meeting was planned for mid-July.

Community update
  • Commissioner Randy Speck summarized the recent Ingleside community meeting.
  • Key points:
    • neighbors expressed strong concern over the proposed Military Road curb cut;
    • Ingleside agreed to delay the application until at least September;
    • a follow-up meeting was scheduled for June 19 with Ingleside's traffic consultant. 
 
May 12, 2014
Initial presentation by Ingleside at Rock Creek
  • Lynn O'Connor presented preliminary redevelopment plans.
  • Ingleside described:
    • buildings to be renovated or replaced;
    • concerns over delivery truck access;
    • a proposed second entrance from Military Road near 30th Place requiring a curb cut;
    • anticipated traffic circulation using Military Road and Broad Branch Road;
    • possible July application for the curb cut; and
    • plans for additional public meetings with neighbors.
